Who places the newspaper notice — the council or the applicant?

For most planning applications under DMPO 2015 Art. 15, the publicity duty sits with the local planning authority (Art. 15(1): "must be publicised by the local planning authority"). Applicants and agents sometimes arrange publication directly to keep their application moving — for that case see /services/planning-notice. This page is for council officers placing the notice on the LPA's behalf.

Do you also handle the site-display notice?

No. Where the applicable planning-publicity route includes site display, that step stays with the LPA. Gazetted covers the newspaper-publication leg under Art. 15(3)(b) only.

Article 4 directions — making vs. confirmation?

Both. GPDO 2015 (SI 2015/596) Sch 3 paragraph 1 requires the LPA to give notice of the direction "by local advertisement" as soon as practicable after the direction is made; the confirmation stage repeats the duty after the direction is confirmed. The order wizard supports both sub-types.

Is this the same service as the conservation-area page?

Overlapping but separate. /services/conservation-area-notice covers PLBCAA 1990 s.70(8) — designation, variation, and cancellation of conservation areas (newspaper + London Gazette). This page covers PLBCAA 1990 s.67 (listed-building consent applications, newspaper) and s.73 (conservation-area consent applications, newspaper). Different sections of the Act, different stages of the workflow.

What is the inspection period?

There is no single universal period for every planning-publicity route. For listed-building consent under PLBCAA 1990 s.67(2)(a), the period is 21 days "beginning with the date of publication of the notice". Where DMPO 2015 Art. 15 requires site display, the display period is 21 days from first display. For Article 4 directions, GPDO 2015 Sch 3 sets no fixed minimum but requires the local advertisement "as soon as practicable" after the direction is made.

How do council accounts pay?

What planning notices we place for councils

Gazetted handles the newspaper publication leg of an LPA's statutory planning publicity. —Planning-application appeals. TCPA 1990 s.78 appeals to the Secretary of State are a separate process; we do not advertise appeal hearings.
—The London Gazette leg of conservation-area designations. PLBCAA 1990 s.70(8) leaves the authority or Secretary of State responsible for ensuring the Gazette notice is published. Gazetted's automated council-planning route does not submit that notice to thegazette.co.uk. See conservation-area notices for the local-newspaper leg.
—Pre-application consultation. TCPA 1990 s.71 consultation duties with statutory bodies are an LPA-internal workflow; we do not service those.
