The legal requirement

Under Section 236 of the Local Government Act 1972, a local authority that has made byelaws must publish a notice in at least one newspaper circulating in the area to which the byelaws apply. The notice must state where copies of the byelaws can be inspected.

The Byelaws (Alternative Procedure) (England) Regulations 2016 introduced a streamlined process for certain types of byelaws, removing the need for Secretary of State confirmation and replacing it with a 28-day public consultation period.
