The legal requirement
Under Section 9KC of the Local Government Act 2000, a local authority that passes a resolution to change its governance arrangements must publish a document setting out the change. This includes advertisement in at least one newspaper circulating in the area.
The notice must describe the current and proposed governance model, the reason for the change, and any referendum details required for that route. These changes affect how councils make decisions and exercise their functions.
